For the first time, ECHA is publishing information on articles on the EU market that contain SVHCs included on the Candidate List. The data gathered is based on information provided by companies to ECHA in notification and registration dossiers. Link to news: HERE

  ^{_{ECHA has launched a new public consultation on thirteen potential Substances of Very High Concern}}

ECHA has published new proposals to identify an additional thirteen chemicals as Substances of Very High Concern (SVHCs). Interested parties are invited to join the public consultation by posting their comments on the ECHA website. We would like to inform that Commission Regulation (EU) No 109/2012 of 9 February 2012
amending Regulation (EC) No 1907/2006 of the European Parliament and of the Council on the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) as regards Annex XVII (CMR substances), has been published in the Official Journal of the European Union, Text of the regulation.

  ^{_{IUCLID 5.3 is now available}}

The new version of IUCLID is available on the IUCLID website. Registrants are encouraged to install IUCLID 5.3 in order to be ready to submit dossiers into the new REACH-IT version 2.2, which will be released in April 2011. However, registrants wishing to submit new dossiers or updates before that release date must still use IUCLID 5.2.

  ^{_{ECHA improves transparency of dossier evaluationl}}

REACH requires that new testing of a substance involving vertebrate animals should only be carried out as a last resort. To ensure that the best use has been made of existing information REACH obliges ECHA to take account of scientifically valid information received from third parties when preparing its decision on a testing proposal. In February 2011 ECHA will start to publish brief conclusions drawn from the information provided by third parties. This information will be published after the adoption of the final testing proposal decision.

  ^{_{Sixteen Substances of Very High Concern closer to tighter control}}

The Member State Committee (MSC) agreed unanimously on the identification of eight Substances of Very High Concern (SVHCs) that will be added to the Candidate List and may thus become subject to authorisation. The Committee also gave a favourable opinion on ECHA's draft recommendation for adding eight new substances to the Authorisation List.

ECHA has published a Fact Sheet to explain how you can avoid blocking your REACH-IT account and how to proceed if your REACH-IT account is blocked. For security reasons ECHA has limited the number of attempts for users to login to REACH-IT. After five attempts the account will be blocked.

The Fee Calculation plugin is for registrants to calculate, in advance, the fee payable on the successful submission of their REACH dossier to ECHA.

  ^{_{Public Consultation on Eleven Potential Substances of Very High Concern}}

The European Chemicals Agency (ECHA) has today published proposals to identify eleven chemicals as Substances of Very High Concern (SVHC) and possible candidates for authorisation. The detailed proposals are available on the ECHA website using the link at the end of this press release. Interested parties are invited to comment on the eleven proposals by 14 October 2010.

  ^{_{ECHA publishes new guidance on waste and recovered substances}}

This new guidance is for companies who recycle and recover. Recycled or recovered chemical substances do not necessarily need to be registered under REACH. The guidance provides advice on the obligations under REACH and clarifies the criteria that need to be met in order for companies to benefit from that exemption. Companies who do not fulfil these obligations will have to register their recycled or recovered chemical substances. It also explains their obligation to share information on recycled and recovered substances in the supply chain.

  ^{_{The new Chemical Safety Assessment and Reporting tool, Chesar, is now available}}

Chesar is a tool to help companies to prepare their Chemical Safety Assessments (CSA) and Chemical Safety Reports (CSR) which are required by the REACH regulation for substances manufactured or imported at a volume above 10 tonnes per year.

We would like to inform that Commission Regulation (EU) No 276/2010 of 31 March 2010
amending Regulation (EC) No 1907/2006 of the European Parliament and of the Council on the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) as regards Annex XVII (dichloromethane, lamp oils and grill lighter fluids and organostannic compounds), has been published in the Official Journal of the European Union, L 86/7 of 1 April 2010.

The European Chemicals Agency (ECHA) has published Guidance for Annex V exemptions from the obligation to register. The document is now available in the Guidance section of the ECHA website.

  ^{_{Acrylamide included in the REACH Candidate List of Substances of Very High Concern for Authorisation}}

European Chemicals Agency has added Acrylamide (EC No 201-173-7 and CAS No 79-06-1) to the Candidate List of Substances Very High Concern (SVHC) for Authorisation. Companies who manufacture or import this substance need to check their potential obligations that result from the listing.

ECHA is issuing an update of the Use Descriptor Chapter of the Guidance on Information Requirements and Chemical Safety Assessment. The document is now available in the Guidance section of the ECHA website and will assist registrants in preparing their chemical safety report using the forthcoming new Chesar tool.

The new version of REACH-IT is now online. It includes new features such as group Classification and Labelling notifications, Legal Entity change and cease manufacture declarations. Registration dossiers should be submitted using the new version of IUCLID 5.2.

  ^{_{The Technical Completeness Check (TCC) Plugin is available for IUCLID 5.2}}

The IUCLID 5 Technical Completeness Check (TCC) tool plug-in is now available for downloading on the IUCLID website.  HERE

The IUCLID 5 TCC tool allows checking of the completeness of REACH registration dossiers and PPORD notifications before submitting them to the European Chemicals Agency. It can be used both in dossiers and substance datasets, and supports both the distributed and standalone versions of IUCLID. Please note that the TCC tool plug-in runs only with the latest version of IUCLID 5.2 which was released on the 15th February 2010. If not already done, please upgrade your previous IUCLID installation using the installation packages and manuals available from the “Download” section of the IUCLID 5 website.

  ^{_{New version of REACH-IT to be launched on March 25}}

The new version of REACH-IT will be live at 09.00 (EET) on Thursday 25 March.
The current REACH-IT system will be shut down as of 17.00 (EET) today, 22 March to allow data to be backed up, migrated to the new system and tested. The new system will be live as of 09.00 (EET) on Thursday. Link to ECHA press release: HERE

  ^{_{Release of the new version of REACH-IT is postponed.}}

ECHA reluctantly has to extend the testing period of the new version of REACH-IT and therefore its launch is postponed. A news alert will be released later this month with an update. Link to ECHA press release: HERE

The European Chemicals Agency (ECHA) has published proposals to identify eight chemicals as Substances of Very High Concern (SVHC) and possible candidates for authorisation. Interested parties are invited to comment on the eight proposals by 22 April 2010. The Consultation concerns the following substances:

- Trichloroethylene;

- Boric acid;

- Disodium tetraborate, anhydrous;

- Tetraboron disodium heptaoxide, hydrate;

- Sodium chromate;

- Potassium chromate;

- Ammonium dichromate;

- Potassium dichromate.

  ^{_{The Committee for Risk Assessment Agrees Opinions on Harmonised Classification and Labelling for Three Chemical Substances.}}

Committee for Risk Assessment (RAC) of ECHA has adopted opinions on the proposals for classification and labelling of three chemical substances as carcinogen, mutagen or toxic for reproduction.

The substances are:

 - Indium phosphide

 - Di-tert-butyl peroxide – DTBP

 - Trixylyl phosphate

 ^{_{REACH TECHNICAL COMPLETENESS CHECK PLUG-IN NOW AVAILABLE}}

ECHA has released an IT tool to enable companies to check the completeness of their registration dossiers or notifications themselves before

submitting them to the Agency. Its purpose is to help companies to prepare a complete technical dossier according to REACH Article 20.

This new software tool is a IUCLID plug-in that works with IUCLID 5.1, and is available, free of charge on the IUCLID 5 website:

 ^{_{Update of registration guidance - NONS}}

The Guidance on registration has been updated on the issue of the information that needs to be submitted for updating dossiers of previously notified substances (NONS). The guidance has been published on the ECHA website - HERE. 

 ^{_{Public consultation}}

European Chemicals Agency (ECHA) has published on its website a public consultation on the proposal to harmonise the classification and labelling of two chemical substances (HBCDD and Cryolite). Comments are welcome on the proposal until 19 December 2009. All comments will be taken into account in the subsequent decision-making process.

We would like to inform that new documents/materials have been published on the ECHA website:
- Guidance in nutshell on Chemical Safety Assessment.

^{_{Substance Identity Workshop}}

European Chemicals Agency (ECHA) has informed that the Substance Identity Workshop will be held on the 1st December 2009. The workshop is dedicated to people in companies responsible for dossier preparation who have questions on substance identity. Please note that the number of places available is limited to 100.

ECHA has published updated Questions and Answers for the registrants of previously notified substances document and updated Data Submission Manual 5: How to complete a technical dossier for registrations and PPORD notifications. 

^{_{Clarification of the information requirements}}

European Chemicals Agency (ECHA) has published clarification regarding information requirements. It applies to companies manufacturing or importing substances at quantities greater than or equal to 100 tonnes (and 1000 tonnes) per year who need to provide information in their registration dossiers on the repeated dose toxicity or reproductive toxicity of their substance.
According to ECHA, companies who need to provide information based on long term toxicity studies, do not need to also submit the results of screening or short term studies in order for their submission to be considered “complete” by the European Chemicals Agency.

We would like to inform that Commission Regulation (EC) No 790/2009 of 10 August 2009 amending, for the purposes of its adaptation to technical and scientific progress, Regulation (EC) No 1272/2008 of the European Parliament and of the Council on classification, labelling and packaging of substances and mixtures has been published in the Official Journal of the European Union L 235 of 5 September 2009. European Chemicals Agency (ECHA) has launched public consultation on 15 proposals for the identification of Substances of Very High Concern (SVHC) that will last until 15 October 2009. We would like to inform that Commission Regulation (EC) No 761/2009 of 23 July 2009 amending, for the purpose of its adaptation to technical progress, Regulation (EC) No 440/2008 laying down test methods pursuant to Regulation (EC) No 1907/2006 of the European Parliament and of the Council on the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) has been published in the Official Journal of the European Union, L220 of 24 August 2009.

_{^{Calls for information to avoid unnecessary animal testing}}

We would like to inform, that an important new way to avoid unnecessary animal testing has been introduced by the European Chemicals Agency (ECHA). ECHA is calling for health effects information on the reproductive toxicity of a specific chemical substance by 24 September 2009. Further information: HERE.

This is the first time that this type of public consultation - foreseen by the REACH Regulation - is made, and ECHA expects to make many such calls about different substances over the coming years. Anyone with relevant information is invited to send it to ECHA by the deadline. Organisations that may have testing reports on the substance (or scientifically valid equivalent information) include academic institutions, individual companies and NGOs. The aim of the call is to give anyone the opportunity to submit relevant data with a view to make sure that animal testing is only conducted as a last resort when the available information is not sufficient to assess the potentially harmful effects of this chemical on human health or the environment.
Please use the format provided by ECHA to submit scientifically valid information, particularly study reports. These should address the substance and the toxicological properties covered by the testing proposal. The information is listed in the web forms published on the ECHA website - HERE.

 _{^{Risk and hazard information on chemical substances available}}

European Chemicals Agency (ECHA) has published on its website new information on the risks and hazards of some chemical substances. The substances concerned are handovers from the previous legislation (Regulation (EEC) No. 793/93) which were prioritised due to being produced in large quantities or having possible persistent, bio-accumulative and toxic properties.
This information is particularly useful for companies who are planning to register these substances.

^{_{Very important! Judgement of the European Court of Justice on monomers}}

the European Court of Justice gave, on the 7th of July 2009, a judgement concerning the interpretation and validity of Article 6(3) of Regulation (EC) No 1907/2006 (REACH). The judgement concerns the registration requirements applicable to monomer substances. Text of the judgement can be found on the website of the Court - HERE.
