In accordance with Article 124 of Regulation (EC) No 1907/2006 of the European Parliament and of the Council of 18 December 2006 on the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH), establishing a European Chemicals Agency, amending Directive 1999 /45/EC and repealing Council Regulation (EEC) No 793/93 and Commission Regulation (EC) No 1488/94 as well as Council Directive 76/769/EEC and Commission Directive 91/155/EEC, 93/67/EEC, 93/105/EC and 2000/21/EC, so called REACH regulation, and in accordance with Article 44 of (EC) No 1272/2008 of the European Parliament and of the Council of 16 December 2008 on classification, labelling and packaging of substances and mixtures, amending and repealing Directives 67/548/EEC and 1999/45/EC, and amending Regulation (EC) No 1907/2006 , so called CLP regulation, EU Member States shall establish national information centers (national helpdesks) to provide advice to manufacturers, importers, downstream users on any obligations under this Regulations.
The national helpdesk in Poland has the following tasks and objectives:
Tasks
- Answering questions – providing a reference to specific articles of the Regulation, but no interpretation of the regulation. National helpdesks and the European Chemicals Agency (ECHA) cannot provide a legally binding responses,
- Support for the industry in understanding their obligations under REACH&CLP,
- Cooperation with other information centers for REACH&CLP,
- Cooperation with the European Chemicals Agency helpdesk.
Objectives
- Providing clear, useful information for the industry,
- Harmonization of the responses,
- Providing expert advice on liability and responsibility of manufacturers / importers / downstream users, resulting from the regulation.
Asking questions
In order to send a query to the national information center go to the Sign in / Log in section, located at the top of the menu (the menu is on the right side of the site). Then you must log in with your own login (e-mail address) and password, and then clicking Go. After you log in, you will have access to the rest of the portal – an additional menu is available. To send your query you will have to select the bookmark – Ask a question. After entering the content of your query, confirm it by clicking on the – Submit this information to the helpdesk REACH&CLP. Your query will be automatically submitted.
Please note that asking questions requires prior registration. To do so, enter in the Sign in / Log in section, located at the top of the menu (the menu is on the right side of the site). Then click on the Sign in button. Please fill in your e-mail address (It will be your future login), password, and the nature of your business. After the transition to the next screen (Next), it is only necessary to fill the name of the company (or first name and last name in the case of Consumer / Private). Filling out the remaining fields is optional. When you click Next, you will be directed to the last screen. In this context it should be noted that the consent for the processing of data is necessary. Complete the procedure by clicking on Finish. Activation link will be sent to your e-mail address. Your account will be activated when you click on it.
On the top side of the page one can find the menu. By clicking on any of the words you can familiarize yourself with further information. For example, selecting ECHA Navigator gives access to the Navigator provided by ECHA.
